Product Backlog Template: Deep dive on reasoning and regulations (1..11)

IN PROGRESS NOTES: In several places, you will see that the regulatory reference is noted as 'TODO'. While this will be updated, another post to bring [some of] those regulations to light can be found here.
If you have looked over the backlog template example in a separate post, you were potentially overwhelmed by the amount of data proposed for collection. However, each piece comes together to document an entire system and process of work.
It is comprehensive in the information being requested in order to ultimately save time and effort. It combines to support not only each department's area of responsibility but in a way that fosters and enables collaboration, breaking down silos, and sharing knowledge, responsibility, and accountability.
To further explain those statements, I will dive into citing a subset of the areas to which each piece of information speaks.

Plain-speak summary:
Reasoning: This provides the chance to be concise, potentially "ring a bell" in someone's mind through a quick review. This is a working tool, after all, and it can be thought of as an extended title. It should really be a sentence, but short enough to fit on a sticky note, in support of agile planning practices –at whatever level.
